Why a License Matters
Your Gateway to Official Competition
A PB ISSI license is the mandatory credential that grants athletes, clubs, officials, and organizers legal standing under the rules of the Indonesian Cycling Federation and the Union Cycliste Internationale (UCI). Without a valid license, participation in any nationally sanctioned event is prohibited.
Licenses are issued annually and must be renewed before the start of each competitive season. The registration process is managed centrally by PB ISSI and processed in coordination with provincial federations (Pengprov) across all 34 provinces.
All licenses are issued in compliance with UCI Regulation Part I, Article 1.1.016, and include UCI individual identifier numbers where applicable for international-level license holders.

Athlete
- Completed online license application via the ISSI portal
- Valid national identity card (KTP) or passport
- Medical fitness certificate from a licensed physician
- Recent 3×4 cm colour passport photograph (digital)
- Club affiliation letter from a PB ISSI-registered club
- Proof of payment — annual license fee
Club
- Completed club registration application form
- Club deed of establishment (Akta Pendirian)
- Provincial federation (Pengprov) affiliation letter
- List of founding members (minimum 10 registered athletes)
- Club constitution and internal regulations
- Proof of payment — annual club registration fee
Commissaire
- Completed commissaire license application form
- Valid national identity card (KTP) or passport
- Certificate of completion — PB ISSI Commissaire Course
- Proof of minimum 3 races officiated (logbook)
- Reference letter from provincial federation
- Annual renewal — re-certification required every 4 years
Organizer
- Completed event organizer application form
- Legal entity registration (PT, CV, or Foundation decree)
- Proposed event technical guide and course map
- Medical and emergency plan documentation
- Insurance certificate covering all event participants
- Proof of payment — event sanction fee

Applications are accepted from January 1 to March 31, 2026. Submit your documents via your provincial federation (Pengprov) or directly through the PB ISSI online registration portal.
